The FIA lifts restrictions on Russian and Belarusian competitors, restoring flags and anthems after an August 3 World Motor Sport Council decision, circulated to members on August 13.
Athletes from both countries may now enter international events without FIA-imposed neutrality conditions.
The original sanctions began in March 2022 after Russia’s invasion of Ukraine, with Belarus sanctioned for its support.
Previous rules barred national symbols at events, prohibited anthems, and prevented teams from representing their countries.
The new policy reinstates national representation, while Russia and Belarus remain prohibited from hosting international motorsport.

Other federations, including the FIM, still bar Russian and Belarusian athletes entirely.
The FIA’s move ends more than four years of restrictions and shapes preparation for 2026, alongside its ongoing F1 regulatory programme.
